Are there any other ways to get there besides by private car?

DeleteUnfortunately no buses go to the Lake from December-April. You can get to Yakeyama 焼山 which is not too far from the entrance of the Oirase Gorge from Towada City using a local Towada bus. (Schedule in Japanese here: http://www.toutetsu.co.jp/jikoku/towada-yakeyama.htm) But from Yakeyama to the Lake you would need to take a taxi, which would probably be quite expensive.
Last year Towada Kanko Dentetsu offered Saturday & Sunday 1-day "monitor tours" (requires filling in a survey at the end) for the festival which included bus transport to/from central Towada. I don't know if they'll be offering the tours again this year or not, but you can see http://towada-city.blogspot.jp/2015/01/february-2015-events-in-towada.html for last year's information.
In the past, some other nearby cities (Misawa, Hachinohe) offered bus tours for the festival, but I haven't come across any information for this year.
